Dear Esteemed Members of the National Black Caucus of State Legislators,
Thank you for the honor to serve as the 16th president of the National Black Caucus of State Legislators (NBCSL). Our political power as members of this great organization lies in our unity and our ability to influence policy at every level of government. As we begin 2025 and enter our respective legislative sessions, it is imperative that we recommit to strengthening our collective voice and advancing the causes of justice, equality, and opportunity on behalf of all constituents, particularly Black communities across this nation.
Reflecting on the legacy of our caucus and its significant progress since 1977, NBCSL’s existence remains as critical as ever. NBCSL was founded to educate, support and empower Black state legislators to make informed decisions on legislation and public policy that uplift our communities. Its vision has always been to build a more diverse and inclusive political landscape where Black voices are not only heard but are central to the policymaking process. Through critical conversations, resolutions, and model legislation, NBCSL helps you address systemic disparities affecting Black Americans, such as health, education, housing, and criminal justice, to help all communities thrive.
Over the next two years, NBCSL will remain intentional in our commitment to providing all of our members with spaces in which to learn, collaborate, and advocate. That of course includes NBCSL-sponsored events and meetings, but we will also work to strengthen our state-level caucuses by providing a model to develop legislative retreats. These meetings outside of legislative session will help states fortify the iron triangle of legislation and allow for stakeholder feedback, thoughtful discussion, and any necessary modification in preparation for the following session.
In addition, NBCSL will make a plan to engage with former members who may no longer serve as state legislators but who wish to continue supporting the important work of NBCSL and its members. These alumni are untapped resources who have time, expertise, energy and ability to help NBCSL members serve in greater capacities. As such, we believe there is opportunity to create space for them on committees, which will allow continued progress of NBCSL business even while legislators are occupied in session. By standing on the shoulders of those who served before us, we can be more prepared to confront new challenges that arise and seize emerging opportunities to effect change.
Your Executive Officers are excited to support your service by helping you have your best legislative career. We look forward to collaborating with each of you to tackle the pressing issues of our time with great resolve. Thank you for your continued dedication to our shared mission.
With deepest respect and solidarity,
Harold M. Love Jr.
President of the National Black Caucus of State Legislators
