The National Black Legislative Staff Leadership Council (NBLSLC) is an organization for all Legislative Staff in the United States including the District of Columbia and the Virgin Islands. In 1994, NBLSLC was incorporated under the by-laws of NBCSL. Our objective is to develop and conduct educational and training programs for Legislative Staff. NBLSLC exists to enhance, promote and support the mission of NBCSL by providing research. Legislative Staff is an invaluable resource assuring every legislator’s ability to operate effectively. Our ability to serve the citizens of our states, as well as be the most effective Legislative Staffers is contingent upon the knowledge, skills and experience we possess as we work collaboratively for our state legislative bodies. Our continued education is accomplished with the support of NBCSL and the tools, training seminars and networking opportunities that it provides through Regional Meetings and its Annual Legislative Conferences.
From the Chair

Greetings,
As we celebrate 50 years of NBCSL, it is an honor and a privilege to serve as Chair of the National
Black Legislative Staff Leadership Council (NBLSLC). I am truly humbled by this opportunity
and deeply grateful to the many individuals who entrusted me with this role and encouraged me to step forward. I promise to serve with integrity and dedication, and I will not let you down.
I would be remiss if I did not acknowledge and extend my sincere thanks to Ms. Andrea Porter,
our immediate past Chair, for her unwavering support and guidance. It is a pleasure working with
her and witnessing firsthand her tireless efforts to advance our shared goals and objectives.
As we embark on a new era, I am eager to serve each of you to the best of my ability. I invite
everyone to participate and, most importantly, to become actively involved. While being a
legislative staff organization presents its own unique challenges, our perseverance and
commitment will undoubtedly pave the way for those who follow in our footsteps.
Like most organizations, we all want to be part of something meaningful, something that
contributes to the greater good. But why do we do this work? Each of us may have a different
answer, yet I believe one common thread unites us all: we must find joy and purpose in what we
do.
I look forward to serving you for the next two years as Chair of NBLSLC. I hope you will join me
in celebrating our past while building our future together, because it simply wouldn’t be the same
without your involvement.
Truly yours,
Michael Bell
NBLSLC Chair
