The National Black Caucus of State Legislators (NBCSL) is dedicated to the professional development of African American State Legislators and improving their effectiveness in statehouses across the nation. It is through this commitment that NBCSL has developed a model legislation process to allow NBCSL member legislators to share their successful legislation with other NBCSL members as examples that could be implemented in other states.
In order to submit model legislation, NBCSL members must be members in good standing and the legislation must meet the following criteria:
  • Legislation must be consistent with NBCSL's mission or values (e.g. equal opportunity, fairness, justice, protecting the under-served and vulnerable, etc.)
  • Legislation must have the potential to save lives and/or improve the quality of life for African-Americans and other under-served populations.
  • Legislation must address a policy issue that is national in scope, and which can feasibly achieve passage in multiple states.
  • Legislation must have passed legislative process within a state.

Please use the enclosed submission form to submit supporting information, such as the fiscal note, legislative history, statistics, reports, news articles, or other material, demonstrating the benefit of the legislation. The deadline for submissions is October 31, 2023 at 11:59 PM EST.
