Policy Resolutions Submission Instructions
The National Black Caucus of State Legislators' 2025 Policy Resolution submissions period is now open. These submissions are to be considered for ratification at our 48th Annual Legislative Conference to be held in Washington, DC on December 2, 2024 through December 7, 2024. Below, you will find the downloadable 2025 Resolution Submission Instructions to assist members with completing the online form here. There are also two guides (Simple Steps Outline and a Flowchart) that summarize the resolutions process.
The first deadline for the submission of Resolutions for consideration at NBCSL's 48th Annual Legislative Conference in Washington, DC is September 15, 2024. Submissions made after September, 15 must be made on members' behalf by a NBCSL Policy Committee Chair(s) or Co-Chair(s) until 11:59 p.m. EST on September 30, 2024. Model Legislation Submission Instructions
- Legislation must be consistent with NBCSL's mission or values (e.g. equal opportunity, fairness, justice, protecting the under-served and vulnerable, etc.)
- Legislation must have the potential to save lives and/or improve the quality of life for African-Americans and other under-served populations.
- Legislation must address a policy issue that is national in scope, and which can feasibly achieve passage in multiple states.
- Legislation must have passed legislative process within a state.
Please use the submission form here to submit and, please provide supporting information, such as the fiscal note, legislative history, statistics, reports, news articles, or other material, demonstrating the benefit of the legislation. The deadline for submissions is September 30, 2024 at 11:59 PM EST.
