Resolutions embody NBCSL’s core values, promoting equal access to America’s opportunities and promises. Resolutions draw attention to a particular policy problem and offer solutions; they serve as the basis for both state and federal legislation and action, and have often resulted in enacted laws, policies, and programs. Each year, our legislative members deliberate over resolutions that have been submitted in advance of the Annual Legislative Conference. All resolutions ratified by the full body are disseminated to NBCSL’s state, federal, corporate, and non-profit partners in order to effect change.

2021 Policy Resolution Process

The National Black Caucus of State Legislators' 2021 Policy Resolutions process is now open (March 9, 2020). These submissions are to be considered for ratification at our 44th Annual Legislative Conference to be held in Atlanta, GA on December 1, 2020 through December 5, 2020. Below, you will find the downloadable 2021 Resolution Submission Instructions document to assist members with completing the enclosed e-form (below).  There are also two guides ( Simple Steps Outline and a Flowchart) that summarize the resolutions process. 

The first deadline for the submission of Resolutions for consideration at NBCSL's 44th Annual Legislative Conference in Atlanta, GA expires on August 15, 2020.  Thereafter, we will only accept submissions made on members' behalf by a NBCSL Policy Committee Chair(s) or Co-Chair(s) until 11:59 p.m. EST on September 15, 2020.
