Policy Resolution IAF-26-21

A UNITED GLOBAL MAJORITY
International Affairs (IAF) Committee

WHEREAS, the National Black Caucus of State Legislators (NBCSL) has been committed to its historic mission to advance equity, justice, and opportunity for Black people and all communities of color across the United States and the world;

WHEREAS, the term “Global Majority” acknowledges that people of African, Asian, Indigenous, Latin American, and Pacific Island descent collectively make up the majority of the world’s population, and share intertwined histories of resilience, innovation, and leadership;

WHEREAS, in the United States, organizations such as the National Organization of Black Elected Legislative Women (NOBEL Women), the National Hispanic Caucus of State Legislators (NHCSL), the National Asian Pacific American Caucus of State Legislators (NAPACSL), the National Caucus of Native American State Legislators (NCNASL), and others, represent and amplify the voices of the Global Majority serving in state legislatures and public office;

WHEREAS, these organizations collectively represent thousands of elected officials dedicated to addressing interconnected issues of racial justice, economic inclusion, environmental protection, health equity, education, and democratic participation;

WHEREAS, the struggles faced by our millions of constituents include systemic racism, economic inequity, health and environmental disparities, and underrepresentation in leadership that are shared across the Global Majority and require collaboration and solidarity to dismantle;

WHEREAS, unity among these organizations enhances collective power, strengthens legislative advocacy, and amplifies the national and global voice of people of color in shaping more inclusive and just public policy; and

WHEREAS, NBCSL recognizes that shared commitment and collaboration among the legislative bodies representing the Global Majority is essential to ensuring that all communities have equitable access to opportunity, resources, and self-determination.

THEREFORE BE IT RESOLVED, that the National Black Caucus of State Legislators (NBCSL) calls for stronger collaboration, communication, and mutual support among all national legislative organizations representing the Global Majority, including but not limited to NOBEL Women, NHCSL, NAPACSL, and NCNASL to advance shared priorities in racial justice, equity, and inclusive governance;

BE IT FURTHER RESOLVED, that the NBCSL supports and urges regular dialogue and cooperation among these organizations to share policy strategies, coordinate advocacy efforts, and amplify the collective impact of legislators of color across the nation;

BE IT FURTHER RESOLVED, that the NBCSL supports working with international governmental and non-governmental organizations to share best practices and address the inequality here in the United States; and

BE IT FINALLY RESOLVED, that a copy of this resolution be transmitted to the President of the United States, the Vice President of the United States, members of the United States House of Representatives and the United States Senate, and other federal and state government officials as appropriate.
